I have an old truck with an orange peel design rubbery stone chip protection on each side of the cab near the bottom. It does not sand very well. How do I prepare this area to accept new paint. THANKS

If it is an adhesion issue only, I would use the maroon colored scotchbrite pad with water and rough it up good before paint. I sense that you don't plan on spending a lot on this truck. I wouldn't bother trying to sand it smooth or take it off.You never know,and probably don't want to,what's underneath it. Don't sand it because if you break through the "skin" into the urethane underneath it will be very porous and then need a coat of filler to fill the profile. This stuff is usually called "gravel guard" and does a good job,just looks like crap.
