I am getting ready to finish painting my front wheels and I am wondering if spraying an enamel over a not fully cured urethane is a good idea. The urethane is about 4-5 days cured. Can I just rough it up and paint over the top or do I have to take it clear down to the epoxy?

The main reason is I have some enamel paint the color the wheels are suppose to be, but I have no urethane of the correct color.

Don't do that -- the enamel you have is inferior to the urethane you have already applied. You will lose durability and fade protection -- unless what you want to apply is a high grade acrylic enamel $$$ -- even then, in my opinion it is not a good idea.
