rust under paint job

I've gone through page after page of archives but I still can't decide what to do. A year ago I repainted one side of my dump truck. I wire brushed it with a stiff wire wheel in grinder; treated rusty bare steel areas with rustoleum rust reformer [which up to this point I've been very happy with]; primed with epoxy primer; top coated with Nason I believe urethane with hardener. It looked great for about 6 mos. then I started to see that thre was rust under every spot that I had wire Wheeled the rust off.where did I go wrong?

I have had good luck with the rust converter stuff. I have a 69 cub cadet and you can see that the rust is coming up through the paint. But i just sanded with 220 and used rust destroyer and painted over it. The only thing that i can think of that the metal was some what wet or it was hummid out side. The wire weel has worked for me but im not a expert by anymeans.

Thanks Anthony, Humidity was very low at the time, I'm wondering if I should have used an acid wash to remove residual rust.

if there is any rust at all, the only thing that will elimanate it is a through sandblasting. no chemical treatment will kill rust and any rust under a primer or paint job will eventually come through. been there, done that.

I dont trust that rust converter stuff. I had bad luck with it once and I will NEVER use it again, the time I saved by converting the rust cost me time and materials in the long run. Always remove rust b4 you paint, if the rust is there under the paint it is a matter of time b4 it leaches back out. There are some chemical rust removers, Ihaven't tried them. I just the old sand blasting method works every time. JUST BE CAREFUL NOT TO WARP THE PANEL. No matter how you do it removing the rust is the only way to keep rust from coming back. Hope this helps.
