Which IH red? There were at least four. Only two that I am positive can be mixed is IH 50 (up to 1949) and 2150 (1961--up). Not sure the other two can be mixed, 1102 (1949-1958) and 201 (1958-1961), you might check with your local paint supplier -- give him the codes. The premixed versions are anyone's guess, even that sold by Case-IH. IH 50 crosses to PPG 70019/DuPont 7410, 2150 to PPG 71310/DuPont 96766; Martin Senour and other major brands can be mixed too. Most people, unless absolute purists, use the 2150 versions. Good results can be had with the "economical" PPG Omni/DuPont Nason lines. The price goes up from there. If you do not have the proper protective equipment it is best to stick with the acylic enamel versions without hardener. If you are willing to invest in supplied air, acrylic urethane is better. PPG prices for acrylic urethane with hardener is about $130/gallon, price goes up from there. Expect to pay another $150 for the proper primers, reducers, ect. Or, you can buy 2150 from your Case-IH dealer for less than $100 including primer and get a decent job. NONE of the above paints will exactly match the paint that came on your tractor. Base-clear will give a better shine, but is not necessary. As to the white, I think that is baloney. Use the primers recommended by the topcoat manufacturer. The color of the primer makes little difference. I like a contrasting primer because I can see if I have good coverage. But, a similar color primer will make the inevitable chips, etc, harder to see.
