Will a tractor that has mud from it's working days dried on, be rusting under the mud or will it act as paint?

If the mud truly is mud then I would bet that there is rust under the dirt. Dirt just loves to soak up water and hold it next to the inner surface.
If the dirt contains a lot of oil and grease, then I would bet that there is some paint left under there. The paint may be contaminated from the grease and have to be removed but at least the metal would be in good condition.
