I am restoring 2 tractors that have very good old paint over most of the tractor - no rust. Can I get by roughing up the good old paint and then putting a primer over it and then a good automotive acrylic paint. Also what would be the best primer for sanding and then sealing to cover what I am sure is probably old enamel paint.

Use the PPG Omni MP series. It works very well, is half or less than the price of the DP series and it can be topcoated in 30 minutes. However, regardless of how good you think the old paint is, it is best to strip it, because you will probably find rust underneath. If the paint is as you say "very good", then use a mild abrasive cleaner and wax it.

Yes you can paint over it. scuff sand everything with 320-400 grit and hard to reach areas with a red scotchbrite(everyone has different approaches). Probably a good primer for this would be an epoxy such as PPG's DPLF. This would give really good adhesion but being an epoxy it is slow drying so give it some time before topcoating.

Exactly what Harlan said. Also , I don't generally go with the economy lines of PPG , but their epoxy primer equivalent to DPLF is excellent and in my opinion you wont see any difference accept the price is approx. 50%. I hate their clears and their base coats , which are 50% cheaper , only cover 50% as well but their epoxy is great. Sounds like you don't plan on any body work , just paint. If so , I would apply 2 good heavy coats of the epoxy with a 1 hour wait time between and let it dry at least overnight to top-coat it (but not past the recomended re-coat window )ask your supplier what it is. The extra coat will flow in your sand scratches and give your paint a little smoother base and you won't see those tell-tale fine scratches after the paint dries. If the temp you are spraying the MP170 at is over 75 , you can add a small amount of 870 ruducer to aid in smooth flow out.
