It depends on what you are trying to do. All forms are not created equal. If you want it as a rust preventative on bare metal get Picklex 20 from www.autobodystore.com. Or, Must for Rust from Home Depot, which is much cheaper and does the same thing, far as I can tell. Those two can be painted over without washing it off. But, I usually scuff or sand as much off immediately before painting. They will also convert light surface rust. I am not a fan of pure rust converters, as I don't trust them to completely stop the rust (I am not saying they don't). I prefer to mechanically remove heavy rust. If you are trying to etch the metal or convert light surface rust before painting use Picklex or Must for Rust. It is no longer necessary to use the old metalprep compounds before painting, as they have to be washed off. If you insist on H3PO4 (Phosphoric acid), hardware stores may have it, auto parts stores that sell paint will have some, but it is likely a metalprep compound, which is not necessary, as stated above. Be sure not to confuse H3PO4 with HCl (hydrochloric acid, commonly known as muratic acid). You do not want that.

Someone mentioned POR 15 the other day. I searched for their web site. They offer a complete gas tank cleaning kit for 65$. This included a cleaner, etcher, sealer, and even fuel stabalizer once the tanke was cleaned. I read the instructions and it was pretty informative.

I think the etcher the sell, which you can get all these products individually, is mostly posphoric acid.

That would me muriatic acid. Which is a hydrochloric acid solution. Posphoric acid is battery acid or I should say that posphoric acid is found in led plate batterys.

Phosphoric acid in various formulations is used for etching metal, or for rust prevention. Battery acid is sulfuric acid.
