If you are able to remove all the rust do so. If you have a complex implement, etc that is impractical to sandblast, wire wheel or sand, use rust converter. I mechanically remove rust whenever it is feasible, which for me is 99% of the time.

Look in the archives for "Electrolysis" Hope I spelled that right! If you have the desire to build a set up, I find this method very good at disolving rust. Of course it has to be a part that will fit in the electrolysis tank, generally a 55 gallon plastic drum. Depending on how much current you can run through the part, it takes 2-4 days, also depends on how rusted the part is.
