If you apply the rust convertor to rust, it will react to the rust and become a primer. How well does it adhere to the clean metal, when your panel isn't totally rusted?

This may sound counter intuitive, however it is necessary to wash the treated part with plain water. This will stop the converter chemicals from reacting with any paint you may use later.
Without washing there is a good chance the paint will bubble and peel.

Convert the rust if you feel it's necessary, but I wouldn't use the converter on clean, bare steel. Once you've "converted" the rusty areas, and prepped per mfr's recommendations, I'd epoxy prime the whole panel.
