I've got an 8N that I've removed just about everything off of it. Is it better to sandblast or steam the old oil & flaking blue paint?

I've heard people steam them but how is it done or who does it?

It is best not to sandblast the engine and transmission, etc because sand gets in everywhere, although a lot of people do it. If you do be sure you seal all possible openings. If you have heavy oil and grease the sand won't cut through it anyway. Most tractor dealers etc have steam cleaners, whether they will do your tractor or not, I don't know. You can also use a hot water pressure washer, you may be able to rent one. I just use 2 or three applications of oven cleaner, and a normal cold water pressure washer. That gets most of it. The rest is taken off with a wire brush on an electric drill or angle grinder. The 8N is a small tractor, you shouldn't have much of a problem. All it takes is time.

CNKS is right. Thats how Ive done it for years. Easy Off Oven cleaner works greaaat and the wire wheels make em look like they been sandblasted. Local welding shop usually have all kinds of wheels and cups to get in those tight spots to go on a angle grinder.
