I primed and started painting tractor 11 months ago, just getting to where I can start again. I'm just on the frame and cast parts. Can I tack it up a little just spraying thinner or reducer on it? martin senor commercial coating with cs-30 reducer. Thanks for your help.

On cast, I use fine scotch pads, if I have primed previously.

I have the same problem getting back to painting. I wet sand smooth surfaces with 400 after cleaning with mineral spirits. The cast rough areas I do wipe with a rag dampened with lacquer thiner just before painting. Seems to help etch the surface. Least I think it does.

I'm not familiar with what you are using, so I can't give a definite answer for that product. See what the spec sheet says. But, at a minimum, if you are SURE there is no rust under the primer, sand it with 400 and give it another coat of primer. My personal opinion is not to use thinner or reducer.
