zip strip chemical paint remover and a wire brush, mask off the rim and brush on some paint stripper, let set, use a wire brush to pull paint from tire and wipe off, then wash with dawn and hot water, works great for me all the time, especialy on checked or old tires.

hi--i will tell you what doesnt work-lol.
i tried gas, laq. thinner and mek (methyl ethl
ketone from my work, where we paint steel with
rubber rolls). i am leaning towards that tire paint from miller, people says its good. ok--now we will get the tire stain on the yellow rims,
right-lol

Before you paint, smear a thin coat of vaseline on the rubber, overspray will wipe off. For your dry overspray, I agree with lacquer thinner. However, before you paint your tires with tire paint, try cleaning them with Scrubbing Bubbles bathtub cleaner. In one minute you'll be amazed at how clean the rubber looks. I'd also follow up with a good tire treatment like Meguiars, wipe off the excess.

1)plastic scrub brush with liquid dish washing detergent

2)paint the tires with black tire paint from Miller Tire in Ohio (on ebay as well)

the tire paint will make your tires look like brand new tires----used it on some restoration projects.
