If I do not sand the existing paint down to metal is it necessary to still use primer before painting. I will be painting a working tractor and small imperfections are of no concern. I am mainly worried about stopping any rust and the durability. After I paint the girl she is off to the farm to pull a disc and hay baler.

You'll need primer on any bare metal spots or it'll show. Remove any chalking and scuff for adhesion. For spot painting polish the blend area with compound. Your good to go.

Your best bet is to throughly wash, with degreaser, hot water, let dry, all areas subject to spot repair. Use some rough [ 120 0r 180 grit sandpaper ] to scuff up an area aprox. 1" into the ' good ' paint, to give tooth for primer to stick to. I use Wal Mart [ Sherwin Williams ]
Red primer, and apply about 6 coats, let it cure a week before painting. Car Engine Paint is tough as nails.

Rather than sand like a nut on tough blisters, cut down a thick putty knife, and stab away at blisters, works great on bolt holes, than sand.
