get the tin sandblasted- kill two birds with one stone: paint and rust removal.
I get a smoking deal on sandblasting from the local "monument" maker. The tombstone guys have some pretty strong equipment

I have "warped" sheet metal with my dinky little 90 psi sandblaster. Actually I flattened the crease in the top of my 460 hood. Also moved the curve between the top and sides of the hood some. Far as I'm concerned sandblasting is only for cast or forged parts I can remove. Your results may differ.

Use chemical stripper. You will still need to remove the underlying rust, though.
