BURNT SHEET METAL

I hope to aquire a Ford tractor that has gone through a garage fire and sustained paint damage.The paint has been burned off leaving a rough rusty appearance.The metal is not melted or distorted so I hope to salvage it.My question is what steps do I need to take to prepare for paint?Sandblast?Media blast?Any special primers? Thanks for any ideas, JP

I refinished a 420 JD once that had burned, sanded it reasonably smooth and then sprayed it with aluminum/silver paint to give some filler to the pitted metal,then scuffed it again all over before priming with a primer surfacer and the paint looked good, but think if I had to do it over again, it would be cheaper and faster to very lightly sand blast it.
