My new paint job chips, right down to bare metal.
I sandblasted and wire wheeled, cleaned with
mineral spirts, and primed with Rustoleum rusty
metal primer one coat.Let it dry 24 hours and painted with Rustoleum tractor specialty paint, second coated after 24 hours.I used a brush and it can out very nice.I thought I followed the directions exactly.WHAT HAPPENED??

I don't believe you should have used the mineral spirits. It has a little oil in it and therefore reduces adhesion. Laquer thinner works well for rinsing if you feel the need to do so.

Use a self-etching primer such as Dupont's VariPrime on the bare metal. Nason also makes a good one but it smells a lot like fresh vomit. YUM!

You need to use a wax and grease remover (PPG DX 330 is one) -- followed by a rust converter (yes even on bare metal) followed by more DX 330, followed by a primer (various opinions on right one) followed by topcoat.

Question: Can I use Rusty Metal Primer on clean metal? Answer: No. The fish oil that is in the primer needs to penetrate into rust to seal out air and moisture. If there is no rust, the oil will rise to the surface making adhesion of the finish coat difficult. Per their site
