Painting over new paint

I bought a new set of front rims for my JD B. The new rims havwe a nice factory paint job on them--but it's tan rather than JD Yellow. Question: What's the best way to prep. the rims for painting? Should I sand blast to bar3e metal and start over? Or should I "rough up" the tan paint and then paint over it with the JD yellow?

Buy a couple of the red 3M scratch pads. Use them to scuff the primer prior to painting. These work better than sand paper because they are flexable and able to reach into tight areas unlike stiff sand paper.

That tan is John Deere primer. If there are no scratches or bare metal, use the John Deere yellow over the tan primer, after cleaning them with metal prep, or paint thinner. If you can't do that, then sand blast them, use JD primer, then the JD yellow. JD primer and paint are excellent products.
