Jerry, I have heard of people using rollers, sponges and etc to do the raised letters on old Fords and JD's but the only way that I have found is like Jim in UK said, use a small paint brush and plenty of patience. I was pretty impressed with my results and I am usually horrible with a paint brush. Just take your time and remember that you can wipe it off and start over, so don't worry that you'll ruin your paint job.

The best way that I have ever seen this done. Take a brush like is used to paint small models, and carefully paint the letters.
