I've made the decision not to sandblast my tractor, settling on using chemical methods and wire brushing. I picked up some paint stripper at NAPA, highly recommended by the counter guy, and set to work on some easy parts - hubcaps. The stripper wrinkled about 30% of the paint free and didn't touch the primer underneath. I tried another application on the primer and it was even less effective! So I'm wondering - is the NAPA paint remover junk? If so, can anyone recommend a good brand...or another product (I've heard oven cleaner mentioned) ???

Also, is POR-15 just for treating rust areas on a bare frame or does one coat the entire stripped frame with it? I understand it's a converter? On this assumption one would only need the POR-15 on rust areas and a good etching primer over the rest of it. Is this so?
