I am in the midst of removing the engine from my Cockshutt 60 standard and when I get it removed I want to degrease the frame and engine so that I can sandblast the frame and start the rebuild on the engine.

What do you guys suggest to cut throught the old caked on oil and dirt? I have a pressure washer and plan on using it, but I know that it wont get all of it.

Scrape the heavy stuff off, use oven cleaner (let it set a while) and pressure wash. Repeat until clean. May require more scraping and wire brushing in between. Also depends on how much pressure your washer puts out, and whether or not you are using hot water. It just takes time.
