Fender Repair

I have fenders that are rusted through in several area where the tin overlays the metal frame that supports it. I have read some posting on this site, not sure I have a solution from the postings. I cannot get behind the holes to support the metal from behind (the tin is spot-welded to the frame)-so welding is out. My only solution seems to be some kind of filler. What? Can I just fill against the metal frame? Won't movement cause the filler to vibrate loose eventually. Any ideas would be appreciated.

Why not use one of the fiberglass and resin type kits and build the contours back, then sand and paint like a lot of automotive repair/restorers do? They usually have good instructions included with the kits from the parts stores, the fiberglass mat or cloth is usually included along with resin and hardners,and the repairs usually hold up well if the preparation is done right . gene Davis

I suppose that might work, but they're not very big rust-outs and there are about ten places, total, on both fenders. I've used an epoxy filler on my boat and I'm wondering if anyone has had any experience using that kind of fix on sheet metal.
