I'll tell you what I do, not saying it's right. I use a product called Rass O Nil, think the company changed the name to Picklex20. Instructions say you can paint over the residue --I don't like that idea, although I have not tried it. I scuff the residue with an abrasive pad (scruffy pad) bought at Walmart, think 3M makes better ones. Most of it comes off but you will still have dust. Blow it off with an air hose. Then take wax and grease remover, I use PPG 330, squirt it on with a squirt bottle, and wipe off with clean rags. I don't know how much of the converter you actually remove that way, but at least you get rid of the dust. I suppose you could use paint thinner, or anything compatible with the paint. I don't think the remaining white residue will hurt anything. Use a tack rag to get the fuzz from the rags, etc, and prime with epoxy primer. If you wash it off you are going to get some flash rust, no matter how fast you dry it, not to mention the rust in the pores (I assume you are talking about cast). One other thing -- the white residue, at least that remaining from Picklex 20, is a reaction with dirt and grime in the cast. If you clean the cast first, you will see less residue. If you mean sheet metal, the same thing happens, but to a lesser extent. That is my opinion, unproven by scientific research!
