I have found a grinder to be the fastest...if you can get to all the places on the underneath side!

I have restored nine old cars and had to scrape the undercoating off of every one. Try taking a torch and heat the undercoating and scrape it off with a putty knife. Make sure that there is no insullation or wiring above where you will be heating. I tried everything else, including a grinder. It is not very pleasant to use a grinder when you are laying on your back. It goes everywhere. If you want to try the grinder, get a wire brush to put on it. A cup brush works best. Just remember to NOT use a regular incadescent bulb when heating this tar because one drop on the bulb will cause it to explode. Good luck and let me know if you find something easier.
