Have several pieces of new sheet metal for my tractors. They come with a black primer on them. Can these pieces be oversprayed with epoxy primer or does what ever the black material is have to be removed? Thanks

Do as Butch says and remove it. Or it might remove itself later. I look at most pre-primed parts as rust prevention, and perhaps not very good at that.

When I buy repro sheet metal parts I prefer to remove the supplied primer as quite often it is shot over dirt, surface rust and the preservative oils on the metal. Others simply sand and paint it. Take a good look at the parts, if there is any evidence of flaking and dirt under the coating or if it easily flakes off when scraped with a knife you better get rid of it.
