Try using POR-15 Manifold Gray. I have painted (3)tractor manifolds with it, two old (just wire brushed to knock the loose rust off) and one new manifold. All three look like a new casting and have remained that way after running 50+ hours.

Greetings,
I don't know if this is the one you're looking for: Eastwood company in PA. Geared toward the antique car hobby. They have many special paints (and tools) including a high temp gray/silver for exhaust manifolds that leaves the manifold with a freshly blasted look. Holds up well on blasted manifolds. Won't stay over rust. Have seen it on many at antique car shows. www.eastwood.com There are other companies that sell similar products in Hemmings.
