is it acceptable to apply body filler over a very good base of paint. should i scuff it up first if
this procedure is used?

HI
I am a Dupont rep and can answer your question, no you should not put body filler over paint, the reason being if the finish is not of high qulity and permiable it will absorb the solvents from the filler and release them at a different time from the filler resulting in a "ring" around the work, also the solvents in the new paint will creep under the filler and make the ring worse. you should do your work over Epoxy primer, Epoxy is stable enough for filer to go over and chemically resistant to the solvent of the topcoat

I'm not sure of some of the newer products, but I
always grind the paint off to bare metal with a
36 grit so the filler has a surface with some bite
I have never seen a filler that goes over paint.

The paint should be taken to bare metal and the metal sanded with the grit the manufacturer recommends. The exception to this is that some people like to use epoxy under (and over) body filler.
