I'll answer what I can.... First, the spray can issue. You CAN, but you will end up spending enough to pay for a REAL paint job. It'll take anywhere from 15 to 30 cans to get good coverage, and you still won't have that great of a job. Consider the fact that MOST spray paint is of mediocre quality. No Hardener, and not all that consistant as far as color matching from can to can. It's possible to get a fair paint job, as far as the casting part of a tractor, but cans just won't give you a quality finish on the (all important) sheet metal. Buy yourself a gun...Even a cheap gun will do a far better job than cans, and you have more options with the paint that way. There's dozens of good ways to remove paint. BUT...If it's still in fair shape, leave it. It's as good as any primer you can apply. Unless that paint is in terrible shape, you'll be spending hours removing it, then just re-applying more. Doesn't make sense in my book. And YES, you can paint rims with tires still mounted. It's done all the time. If your rims are in good shape, why remove the tires? If the rims are rusted, now would be the time to remove the tires and paint the "insides" of the rims though. Here (AGAIN!) is my tractor I just painted. The tires stayed on while painting. John
