My answer to that question is no. You are using expensive paint, don't mess it up with cheap rattle can primer. Epoxy is designed to bond with the bare metal. While it can be used over old finishes, that assumes the old finish is well bonded with the metal, not so with rattle can. You don't have to sand the epoxy, just use scotch brite pads and recoat. Nooks and crannies may be hard to get to, but it should work -- but, I have never done it, but I have done lots of scuffing to remove Picklex residue--see next sentence. Your other alternative is what I usually do -- use Picklex 20 which is a phosphoric acid/zinc rust protectant. It will kill any residual rust and protect the metal for months afterward, if kept dry, it is not waterproof, epoxy is. Will likely leave a white residue, most of which can be scuffed off with scotchbrite pads, then treated with DX 330 before applying epoxy. It (Picklex) is applied with a squirt bottle and then brushed. That said, I currently have several bare metal parts, that have sat since November with NO protection -- there is no visible rust on them, I live in a dry climate, but we have had several spells of wet weather. I don't worry too much about rust. Picklex does react with the cast, when cleaning up with DX330, it takes several applications before the rags come back clean.
