Where can you purchase it ? how do you apply it? what do you do with it after it is on? do you wash it off with water? don't you get rust right back on after the water hits it? does it have to be completely removed before painting?

After I read my post I had a thought ..
I use the acid OUTSIDE only, It stinks really bad and has vapors and such.
Wear rubber gloves and eye protection ALWAYS and stand up wind when putting it on the metal!!!

HI, You can get it at most Home Depot stores. I use it as CNKS described. Spray it on or brush it on (I dip small parts, like bolts and nuts) I then hang it outside for a few days and let it dry. The part will turn white or gray and will be flakey and will stay like this for months if kept inside. when You want to paint it just use a scotch bright or wire brush to remove the excess, then paint as usual.

The pic is for concrete etcher, but it contains the acid and works well!! I get it at home depot

Picklex 20 and similar products come in squirt bottles, you can wipe off the excess with a rag, or spread it around with a brush. You do not wash it off, it is not like the old metalprep products that were washed off. I remove the residue (usually white) with scotchbrite pads and follow with wax and grease remover. There are all kinds of H3PO4 products, some are rust converters, that is they have to have rust to work, some are etchers that you wash off, ie metalprep, and various products in between. I have given you the instructions for Picklex when used as a rust preventative, on clean, bare metal or to "kill" minor rust. I have not used any of the other kinds (not recently anyway). The other types require a different discussion.
