I am stripping and repainting the rims on my Oliver 1365. I have them clean and because there was some rust I opted to paint first with Rust-o-leum paint. When I attempted to apply the primary color the rust-0-leum bubbled and started to peel off. Has anyone else experienced this and what could be the reason? Also, what can I do now to resolve this problem?

You probably painted with incompatible paints. Remove all the rust, either by sandblasting, or a wire brush on an angle grinder, etc, prime with epoxy primer and topcoat, preferably with paint from the same manufacturer. Rims should be prepared the same way as the rest of the tractor. Seems a lot of people tend to shortcut because they are often a different color, and perhaps not considered as important.

I would wire wheel the Rustoleum off.Go to Home Depot and get a small container (quart if they have it) of Behr concrete etch and rust remover(phosporic acid).Paint it with the rust remover.Let it dry for a day or two and then scuff it with a Scotchbrite pad and paint it with whatever color you want to use.
