I need to cleanup some overspray from what looks to be a temporary fix on the rear rim mounting brackets (lots of red paint over spray on the rims). The rims appear to be galvanized and I was curious if this was likely or whether it was the paint fading. If it is galvanized is there any danger to the metal if it is sandblasted or chemically stripped?

IH hasn't galvanized rims since the late 1950's, meaning if they were galvanized, what remains is probably not in good shape. You can sandblast, strip, sand, or whatever you want, you will remove the galvanized part but you will not hurt the underlying metal. I sandblast mine.
