metal cleaner first before epoxy?

I am getting ready to paint the main case of a tractor that has both paint and rust left on it. Would you use something like a phophoric acid based metal cleaner on it before epoxy primer, or just go with the epoxy primer? My concern is with killing the rust so it doen"t bubble up under the paint in a few years. And what epoxy primer do you recommend for where you don"t have a clean air respirator system, just a filter mask?

I agree with CNKS. Remove it with elbow grease and grinder with a rope wire wheel.

The best thing to do is to remove the rust by wire brushing with and angle grinder or drill. Then if you are not ready to paint right away, use a product like Picklex 20 as a rust preventative (do a search, this product is mentioned many times on this forum). Epoxies generally do not contain isocyanates, and thus require only a cartridge mask. One product is PPG Omni MP170. Check the MSDS of others to be sure. You can use a rust converter, I prefer to remove rust manually.
