Hi Ralph,

I agree with CNKS. Peeling paint is an indication of adhesion failure. The paint that has not yet peeled represents a poor substrate, at best, for any new paint. By trying to sand just down to the primer, it will be difficult to avoid going through the primer to bare metal. If the primer is in great shape (e.g. an OEM EDP primer) where the peeling has taken place, it might be possible, using a mild chemical stripper, to take off just the color coat. That method didn't work well for me on my '83 Chev with peeling color. But I had a lot of rust also and wasn't really trying to salvage any of the primer, even where it was in good shape. The best choice is probably a complete stripping and re-priming/re-painting.

No. The paint obviously is detaching from the primer, that will continue even when covered with new paint. Perhaps Rod(NH) can tell you if you can sand the remaining paint down to the primer, perhaps seal it, and avoid having to strip the entire vehicle.
