Is it ok to prime over old paint that has been sanded. Or should i spot prime.

If the paint is sound, you can sand and apply epoxy primer. In addition to priming the epoxy will act as a sealer. Put a sandable surfacer over that, then topcoat. However, on tractors, unless you have a newer factory finish, I do not consider the old finish sound, particularly if it has been repainted. If it was mine I would strip to bare metal.

I didn't answer your second question -- Again this applies only if the paint is in good shape -- IMO, prime the whole thing and don't mess with spot priming. Others may differ.

I agree with CNKS. Prime it all and seal it. Nothing worse than spraying the top caot and the old paint blistering due to incompatable paints.
