I just bought a nice 1950 John Deere A from a neighbor. When he was fixing it up, he painted the wheels with a Rustoleum yellow. Now that I own the tractor, that "wrong" yellow bugs me.

I'm thinking that perhaps since the paint job is only about 2 months old at this point, perhaps I could recoat it with the right color.

I guess my question is- do I need to prime? Perhaps scrubbing them with TSP would provide enough tooth for the new paint. I plan to brush, by the way. If I go to the trouble of repainting the wheels, I want to make sure the paint sticks.

Of course, the reality is that it is too cold to be painting wheels anyway right now, but I figure I'll have a plan in mind if I get a warm day.

I think rustoleum make's JD Yellow, If your only going to do a brush job, scuff the old with a scuff pad and brush away, I think I seen rustoleum JD yellow at Walmart.

You would be much better off covering old paint. Your paint is not fully cured, with an incompatible paint it will lift. If it was 6 months to a year old, I would say sand it, seal it and repaint. As it stands now, in my opinion, it should be removed.
