For ideal results for 15.5 X 38's you will want a 14" rim so the tread will flatten out on the ground completely.

get a set of 14.9,s for pulling. They cover more ground

The tire will go on but the rim is really to narrow for a 15.5 - The sidewalls will be pulled in and the tread will be crowned heavily in the center.

If you reduce the air pressure on to narrow of a rim to much, the center of the tread will bow up and not make a good tread print on the ground. The best solution is a wider rim. It is also true that the 14.9 x 38 is more favorable to the 15.5 x 38.

Ran a set of 15.5*38 BFG's on 11" rims for 2years until I could afford a set of 14" was still in high school at the time. The air pressure was never over 6lbs. and most of the time lower than that but it allowed the tires to hook and go; must have worked some because I have a few trophies to collect dust.
