JD Block and DIV II rules

Working on a JD A that has a bad block, I have found a Block that is good but 250/1000 have been shaved off the head side of the block. Is this NATPA DIV II legal to use this block.

That is commonly done to boost compression. The NATPA Div II reads as follows: 7. ENGINE - Stock block, naturally aspirated. Exceptions: Oliver 99 GM, etc. Stock head, manifold, and carburetor (by part number). If an external part is not in the parts book or replacement parts book for that specific tractor it cannot be used. Exception: straight exhaust pipe allowed, air filter must be used although it may be of any type. RPM - 110% of factory high idle specification (RPM used is the latest model rpm for that make of tractor). No electronic ignitions, (Exception: an electronic pickup inside the original stock distributor or magneto can be used, but distributor or magneto must maintain original appearance). No square coils, MSD coils or chrome coils allowed.

I would say that it would be perfectly legal. It IS a stock block, regardless of what has been shaved.
