Natpa rules say "Draw bars must not exceed 20 inches in height or be less than 18 inches from center of axle to hooking point. No part of draw bar may extend rearward beyond point of hook. Draw bars must be stationary in all directions. No clevises. Top of hitch adjuster cannot be above center line of axle or hub. I have been told that no part of the hitch can be above the center line of axle, but in the rules it states just the hitch ajusters? Is the hooking point the very end of the drawbar or the back of the hole.

The hooking point is the rearward part of the 3" hitch hole that they drop the hook of the sled into, NOT the back of the draw bar. They don't want any hitch bracing anchored to anything above the axle center.
