I agree it's probably the shutoff solenoid. However, those things are "energize to run", if I remember correctly, so for it to be staying ON, it's getting voltage when it shouldn't be. Usually they fail and won't start at all. The "pull-in" winding fails, and it won't turn the injection pump on, but usually the "hold-in" winding still works, so you can turn the key on, reach down and snap the solenoid in, and then start the truck normally.

Sounds like the shut-ooff solenoid went teats up on it. It is located at the rear of the inj. pump kinda under/behind the master cylinder. Not a cheap repair, but an $18 choke cable from NAPA can be made to do the same thing

Just some reading.. but after talking to you.. I have to agree with Joe.. Link
Link href="http://www.dieseltruckresource.com/dev/showthread.php?t=73535&highlight=running">Link

Didn't find as many as I thought.. but since it seems to keep running normal.. and not sounding like its the starter that's still engaged... go for the solenoid... first try unplugging it.. (that will tell you if its electrical..) if it keeps running with it unpluged.. its a stuck solenoid.. (most likely..) Good Luck

The solenoid on mine just came apart. It could have gotten hung. I like my Dodge, it took 6 months to give my Chevy 454 away.
