NATPA Div. 3 rev limit question

I am aware that Division 3 requires a working governor and not a rev limit chip. My question is, can I run a rev limit chip that is above the class/model limit as a means of protecting a very expensive stroker motor in the event something goes wrong, or will I fail tech for having an electronic rev limiter even though, so long as the govenor works, it will never be activated? If my tractor is held to a 1900 limit, can I have a 2100rpm chip in as a fail safe?

CPR -- Maybe I missed something. Why not just put the right chip in there and not worry about meeting tech or being accused of cheating?

Easy to check, run the ohm resistance on the chip as published by MSD, compare to clamp on rev check of spark wire. Further, tech it with the chip out or a 7000rpm chip in, you'll know right away that the governor is working... If NATPA tells me I can't do it, then that settles the thing right there.

I have no intention of cheating to win, I'd rather know it was me that got the job done.
