I had the same problem last week but with larger carb. Seems the float needle seat was clogged and the carb bowl couldn't refill fast enough.

the best money i spent on a wc was electronic ignition. mind has all the 45 stuff but it would stall in 4000 and 4500. after the ignition it would keep on going.

Do you have new points and plugs? Make sure the carb is syncronized to the governor. May have to use a 45 carb to feed the added stroke from 45 crank. WC does have an aweful fast 1st gear but with 45 powered engine shouldn't stall out in that light of a class.

you might try to find a 5 tooth pinon gear. they did make them for the wc`s when they wanted to use a corn picker, use hytrans oil in the transmison, use the gove. weights for the 45 engine when it was used in the comebine(they are differant from the tractor weights)take the pto off, take the belt pulley off, take the cast wheel centers off, these things give you some thing to start with. I have seen wc`s in the 2600 lb class.

try retarding the timing till the engine just starts to lug make sure you have enough fuel getting to the carb I had a problem with rust in the tank and filter I changed to an aluminum tank mounted in the front weight bracket with a 5-7psi electric pump
just some "hard knocks " education
good luck
