Sure its "fixable" but they still come up a bit short on power if you start running 8500-9500lb class. Even if they have M&W's.

Take the 60.

We used to run a JD 70 in the 5500-7500# class. No Stroke, just powerblock and some crazy cam. Used to pull up at Wooster OH back in the early/mid 90's. If anyone has any pics of it on the track (at night) could you send them to me? It'd be the one with about a 2 foot tall blue wafting flame at idle, and would get rather pointy on the track. Pulled OK, but geared way too high, especially if you weren't paying attention and had it on the high side...

I think it depends on what kind of modifications you want to do to the tractor. In stock form the 60 tend to do better because of the low gear. (Espeically with bigger tires.) but modified.. The 70 would do better in a 3.5-4 mph class, because it will run at the limit with bigger tires.. the 60 will be well be low the limit..
The 60 will also accept most of the modified parts as the late A's..

pound for pound the 60 is a better tractor the 70 is heavy and all it likes to do is drink fuel in tractor pullin its not how much power you have it comes down to a power to weight ratio you need just the right amount of power to the weight to much power you will spin to little it will die

I've been pulling a 60 for years, you wont have problem speeding and in low gear you wont run out of power. and have beat several 70s

Antique, stock???? I pulled a stock 70 for 2 years and never did much. We did not have the creeper gear. If I kept an inch of gas in the tank I could make 6500 class. I always liked how it ran but not down the track. My 2 cents is pull the one with the creeper gear.
