jerry's head, What divisons allowed?

what NATPA divisons are Jerry's heads allowed in. I have a club that is not NATPA sanctioned but following there rules and are trying to push them all the way to divison V. The tech guys are idiots, and don't even know the rules they are suppost to be following. I think it should be divison III and up. What do you guys think?

In NATPA, they are allowed in Division III and up.

BUT....if you buy a new head from Murphy's, you can get it either with or without the sparkplug holes. If you get one without the sparkplug holes, there is only one small detail to tell it apart from a stock head (externally), and that can be easily cured. So basically, someone could run one in division II and you're not going to catch them unless you start pulling valve covers and looking at numbers.
