Get yourself a couple of stiff wire brushes and go to work. A little soap and water will help some also, but use sparingly. Quite often the brushing will reveal things that you didn't know were there, you might even find a manufacturers mark which quite often was molded or stamped right into the steel as it was being formed. You might even get lucky and find traces of the original paint, particularly on the underside where the sun hasn't been able to bake it off. You don't need to get the steel cleaned right down to the point that it looks like new steel, just get it as clean as possible and then go to your local farm store, buy some implement enamel that is at least close to the color you need, get some paint thinner that is compatible with the paint you are using, and while there pick up a few good quality paint brushes. Yes, I said brushes, there is no need for any high tech paint spraying equipment on something like an old hay rake. Have fun, an old hay rake is a great way to learn a few things, and if you don't like what you have done, you can do it over and still not have a lot of money involved.

I have an old horse drawn jd plow/lister that I restored and is in the front lawn as yard art. I believe the best way to restore rusted items like that is to sand blast them. The metal on mine really cleaned up good right down to the bare metal. If you don't have a sandblaster find out who does that kind of work in your area and get a price. Then prime and paint it. It might even show its identity after the rust is gone. Mine has john deere stamped in the metal. good luck
