Deutz D3006 Starter Trouble

I just purchased a used Duetz D3006 tractor, it is a 2 cyl, air cooled deisel. The only way the start has enough power to turn over the engine fast enough to start is to put 24 volts to it instead of 12 volts. I did some research and they originally had four 6 volt batteries from the factory. But according to the guy I bought it from, he said it is a 12 volt system not 24 volts. If you just apply 12 volts all the gauges work properly. So I figure he is correct. Any help out there on this one, my guess is the starter needs cleaning or rebuilding, but not sure. Also the engine was rebuilt less than 50 hours ago, but the previous owner has had this problem since.
