Jubilee Possible Electrical Issue

Not sure if this was posted- Restored Jubilee, Noticed leaking battery, replaced but in haste put neg to ground, Started tractor ran, noticed Amp meter stuck at 30 . Day latter changed battery to pos ground (had to recharge). Tractor starts but with difficulty and runs poorly. Voltage meter on baterry shows it strong at 6.4 while running, Reset amp meter and regulator appears ok. Blew out gas tank, bowl fills ok, Any sugestions?

6.4v is static battery volts. Repolarize that B-circuit genny/regulator and try again. Charge votls should be 7.x
