IH 7230 head bolt torque

All, I am replacing the head gasket on my 7230 tractor. The book says to torque all 26 bolts to 52 ft.lbs. then torque all long bolts to 104 ft.lbs. (The long bolts are nearest the cylinder walls.) I then went back and checked all the short bolts to be at 52 ft.lbs. The book then goes on to say to use a gauge to attach to the socket and give each bolt exactly 90 degrees more turn. I did this. I do not believe that an even torque was applied to all bolts. Should there be? Anyway starting the tightening sequence in the center and working out I found the outer bolts were loose and obviously adding 90 degrees of turn to a looser bolt will not equal the others. Any assistance on understanding this or correcting it would be helpful.

THAT IS THE SEQUENCE TO FOLLOW, JUST WHAT IT SAYS IN YOUR MANUAL.This procedure is always used in these later styled cylinder head torque.On the early style 8.3 all capscrews short and long where torqued up to 148 ft lbs.Just follow steps in the manual.
