Make sure you dont have an oil pressure opeerated fuel shut off valve, then check for fuel flow at the outlet side of the valve to make sure the shut off is not sticking and is working properly. Next check at the carb inlet to be sure the line isnt clogged. then ckeck the float and needle valve. Then check the ignition system.

As Mike says that just normal and also isn't the no start problem. I would check for things like spark, and also check that you do in fact have a good flow of fuel to the carb. If the float is stuck and its up it will not let fuel in and that could be the problem

That just shows you the float needle is sealing.Open the drain on the bottom of the carb. and fuel should start to run into the fuelbowl. This really shouldn't effect starting after you do this as the carb. bowl is still full not letting any run in.
