First of all, when you restore a tractor with steel gasket/bearing shims, what do you coat the shim with for a good seal without any squeezing out into the bearing?

I used a small amount of silicone, and have also used Permatex in the past. Silicone may be easier to clean off in the future. Permatex goes on thinner, maybe less squeezes out.

Second, is there an easy way to make more shims if needed? I would think the thin steel would be too thin to drill and get a smooth hole...

In regards to making shims at home, the chinese hole punches from Harbor Freight and the like will do a fairly decent job of punching the bolt holes if use one of those 1 /2 " thick urethane cutting boards for a back up. The plastic is firm enough to punch .015 steel or thicker brass shim. Just set the cutting board on something solid and heavy. I just juggle mine on the back of my vice, awkward, but always there. The cost isn't much and they hold pretty well if you are cutting thin stock or brass. Your wife probably wont notice all those little rings in the cutting board!!!

As an after thought, those hole punches make cutting cork, rubber, or fibre gaskets almost fun. With careful scisoring and the punches for bolt holes & inside corners, you can make a gasket that looks like factory.

Dies are needed to punch the shims out. Some bearing places can make them for you but you may have pay for a setup charge and for the dies to be made.

You can obtain shim material from any good automotive supply store..it is thin brass sheets available in various thicknesses. You don't need sealant!!

DFZ,

If the surface is clean and the shims are clean , you do not need any sealer . If you adjusted the bearing with the shims ,then add
sealer you have just lost your adjustment.

To make neat holes you will need a punch and die set up.
