I am working on W4 that has sat dormant for over 10yrs.Seems the right rear wheel is locked yet pedal is up & free.Where do I start picking & poking to check for brake lock or anything that would cause this?

Most likely the brake is stuck. Happened to me in just a couple of months with high pressure wash job.

I'm already figuring that it is the shoes yet don't know the procedure to remove wheel or is there a "trick to it" where one can get at the assembly without R&R the wheel?

It's been a LONG time, but if I remember correctly you should be able to remove the cover and the brake band or disks should come off the shaft. This would be right in front of the axle housing. Hopefully this will be of some help. Jim
